A blocked toilet is unpleasant, but repeated flushing can make it worse. The safest first step is to stop, contain the issue and only try simple methods that will not damage the pan or pipework.

Contain the issue
Do not flush again if the water level is high. Put the lid down where possible, clear items from the floor, and use towels only to protect flooring from clean water spills. Wear gloves if you need to handle anything nearby.
If water keeps rising from the cistern or pipework rather than the pan, look for a small isolation valve near the toilet and turn it only if you can do so safely.
What to try
A toilet plunger is the safest tool for a simple blockage. Create a seal over the outlet and use slow, firm movements rather than sharp force. Give the water time to settle before testing with one careful flush.
Do not pour caustic drain cleaner into the toilet, do not push coat hangers or rigid objects around the bend, and do not remove the toilet. These can damage the fixture and make the repair harder.
